WordPress SEO is optimising a WordPress site around what the platform does by default — indexing archives and taxonomy URLs, loading plugin assets site-wide, and letting the theme decide the markup — as well as the usual content and technical work.
Neither by itself. WordPress can support an extremely well-optimised site, but its defaults are permissive: it will index thin archive URLs and load unused assets unless told otherwise. The platform is not the problem; the untouched configuration usually is.
One of them is useful, mainly for control over indexation and structured data. Neither does SEO on its own, and both ship with defaults that index pages most sites should not. The value is in configuring it, not installing it. If the site is being rebuilt rather than repaired, that decision belongs with WordPress web design instead.
