    Google will happily match your keyword to queries that share a theme rather than a meaning. On a large budget that is exploration; on a small one it is the whole budget.

    The default includes people merely interested in your area. For a business that serves one town, that is most of the spend going elsewhere.

The constraint is not the amount. It is that there is no room to learn expensively, which rules some things in and others out.

Why does broad match cost small accounts so much?

Broad match lets Google decide which queries are close enough to your keyword. That decision improves with data — and a small account does not generate much data, so the system is making those calls with very little to go on.

The practical result is that a plumber bidding on "emergency plumber" can find themselves paying for "how to fix a leaking tap". The search terms report shows this plainly, and on most small accounts nobody has opened it.

Phrase and exact match give up some reach in exchange for knowing what you are buying. On a budget that cannot absorb exploration, that is usually the right trade.

Should a small business run Performance Max?

Often not at first. Performance Max hands targeting, placement and creative decisions to automation, which works best when the account already has conversion history to learn from. A new small account has none.

It also reports at a level that makes diagnosis hard: when spend goes somewhere unproductive, it is considerably more difficult to see where than in a search campaign.

Starting with search, building a conversion history, and considering Performance Max later is the sequence that tends to work.
